It seems to me that the relative scarcity of votes makes them (relatively) worthwhile, and the personal nature of votes makes them (potentially) meaningful.

    I fully agree. Which is the reason why I can't understand whether you're in support of the idea or not. The "personal" remark would suggest me that the answer is negative, but I'm not really sure. Anyway, donating them wouldn't make them less personal because one supposedly would do so to someone whome he respects and considers valuable enough a person to somewhat "vote in his/her own place." Perhaps the act of donation should come at some expense. But since it would be altruistic in nature, I would rather reward it. Perhaps with increasing the inner parameter that takes care of downvotes, as if one had used those votes to cast positive ones, but without touching one's XP...
