According to this Tie::Win32MemMap is available via 'the Perl Journal', which no longer exists other than some form or archive. Perhaps Win32::MemMap is of use to you, but I have no idea if this works or not.

Perhaps more time with your friendly neighborhood search engine may yield better results.
