Your file association is broken.

"C:\...\bin\perl.exe" "%1"
[download]

but it should be

"C:\...\bin\perl.exe" "%1" %*
[download]

To fix:

>assoc .pl
.pl=Perl
    ----
     \\\\
      \\\\
       vvvv
>ftype Perl
Perl="C:\...\bin\perl.exe" "%1"
--------------------------
 \\\\\\\\\\\\\\\\\\\\\\\\\\
