That is output of what program? What url did it download?

During installation of LibXML.pm, i am getting that error,

i followed the instruction given in http://cpansearch.perl.org/src/SHLOMIF/XML-LibXML-2.0012/README

later even when i tried to install LibXML.pm by below direct links, getting the same error
