The configuration of the cpanm options in my installation. cpanm should not install "suggested" per default.

What configuration of the cpanm options, where did you see that?

App::cpanminus - It's dependency free (can bootstrap itself), requires zero configuration, and stands alone. When running, it requires only 10MB of RAM.

So you're now saying installing Minilla installed Devel::PPPort and Dist::Zilla for you, as if you were using the experimental --with-suggests?

It doesn't for me

Also perlbrew doesn't set PERL_CPANM_OPT
