CPAN install 404 error code

fionbarr has asked for the wisdom of the Perl Monks concerning the following question:

I have a proxy that apparently is causing me some problem.

http://cpan.perl.org/authors/01mailrec.txt.gz
[download]

is not found likewise when I try to look at this address from a browser command line

Did you check your spelling? Google does not find anything for `01mailrec.txt.gz` `/\|\` but offers a plethora of links for `01mailrc.txt.gz` Unfortunately, CPAN itself appears to be down (again or still?), offering 504 and 503 errors. check Ln42!	[reply] [d/l]

For clarification, cpan.org is not down, search.cpan.org is experiencing problems, again. CPAN down again... (search.cpan.org) has further details.	[reply]

My site has a proxy defined (WIN7)...I have entered o conf init /proxy/ . entered the proxy at the FTP prompt . entered the proxy at the HTTP prompt . entered the proxy at the no_proxy prompt . entered user id . entered password o conf commit and still 404 returned	[reply]
