Hello, while I'm certainly no expert on managing databases a quick google of:

failed: ORA-12578: TNS:wallet open failed

turns up some things that look like they might be of some use but sorry if you tried all that already.

And I think it might be worth mentioning that if you could reformat your post for better legibility others certainly more knowledgeable than I may be more inclined to assist.
