Here's a small thread on Geany (which is indeed a little simplistic, but I still like it), plus a couple other IDE possibilities with Perl integrated more tightly:

• geany (?)
• Perl plugin for IntelliJ IDEA 2019.2 available
• Padre, the Perl IDE (seems still somewhat maintained)
• ActiveState Komodo (commercial, I think there's a free version)
• Eclipse Perl Integration (apparently unmaintained, though)
• And of course one should not forget vim and emacs.
