Turns out there are two different settings:
- nodetension - If set/true, shows the node tension, which will include a note that there is no tension, unless:
- nodetensionquiet is set/true.
So the confusion stems from the facts that
- nodetension is only settable via User Settings and nodetensionquiet is only settable via those links in Display of Node Reputation; and
- nodetensionquiet is only meaningful/checked when nodetension is set/true.
The bottom line is that the change you suggested should not be made.
Instead, the ability to set nodetensionquiet should be added to User Settings and removed from Display of Node Reputation.

I have 'Show reputation spread' on, but neither of those links make 'no significant downvotes' go away. That's what I assumed the purpose was originally, based on the description, but when it didn't work, I wrongly thought perhaps they were just trying to toggle nodetension. In any case, it still doesn't seem to be working for me.

The whole concept of setting an option in a help page was too weird

The bottom of the help page has indeed broken links to directly influence the settings. Never used them, will try to patch...
