HOP has always been freely downloadable. I'm very sure there is no problem reproducing limited samples here.

I followed Sleet's link to the licence agreement.

Apparently you need to cite this:

"from Higher-Order Perl by Mark Dominus, published by Morgan Kaufmann Publishers, Copyright 2005 by Elsevier Inc".

I personally would just link to the online source.
