Install Virtualbox, and set up a VM with a *nix distro.

You can set everything up, then you can run it in its own window, or run it in the background (headless), and use Putty to connect to it via SSH.

I've never had any issues with Cygwin's Perl implementation, but I suppose that depends on what you mean by "Win32 support".
