the question is very general, but if i understand you want to use MP3::ID3v1Tag to modify some tag inside some mp3 files.
If so i see that the module is very old and has only one release, but test matrix reports that the module still work, even if number of tests is numerically not statistic.
MP3::Tag seems a more developed solution anyway and supports two versions of id3, if i understand correctly.
By other hand i think such tags are not changed a lot over the time. So write down some simple script to test the id3 part, before starting the GUI developement.

A web search returns lots of results which look useful to you, including hits from the manufacturer. However since there are variations in model configuration you may actually have to do some investigation. It would be trivial to burn a CD to test various options.

I wasn't sure where to place this reply so I just posted on the bottom of the last one, but this is directed at both of you. As you can tell I am a very amateur programming and I am very appreciative of this info to help me research the right avenues.

I'm guessing you want to prepare music tracks to burn on to CDs and play those CDs in your car?
In addition to marto's suggestion, any CDs you already have that your car's CD player shows the correct info for could be examined on your PC to see what id3 tags are in the music tracks.

Thanks for the suggestion, but actually I use and Ipod and gnu pod to load them up. As far as to figuring out what versions have been read I'm unsure how to determine that as to the fact I'm working with mp3 with id3 tags of different version. All seem to work, but not always in the fashion I expect such as artists being displayed wrong in the car.

I just had a theory. Maybe it boils down to the differences of v1 and v2. I believe v1 relies on predetermined tags and v2 allows for creation of any tags. Im going to start testing this theory, but if anyone wants to chime in as to whether I'm on the right path or not it could be helpful. Most especial if I am heading down the wrong path.
