There are a couple of Universities that teach perl. Or at least there are in Victoria, Australia.

Monash University (of Damian Conway fame) teaches perl but that's hardly a surprise.

La Trobe University also has some course notes that detail HTTP client programming in perl. They even mention one of my modules, which is how I found out they were teaching perl in the first place.

Of course, there's also The University of Perl, which also used to teach it.
