There is bash on ubuntu on windows (WSL) ...
Thanks for that. However, it is almost the exact opposite of what I need. If there was such a thing as cmd on windows on ubuntu, that'd be perfect.

Wine provides that functionality.
For simple C programs, sometimes I use the MinGW-w64 compiler available in Ubuntu as a cross-compiler, and then test the generated binaries on top of Wine.
Though, the last time I tried to install Strawberry Perl under Wine it failed.

For an upcoming job I need a Linux environment to run the proprietary DB software that generates and stores the data I will be working on; but I infinitely prefer to do development under Windows.
I've tried running Linux in VMs under Windows. It works, but the integration is clunky and the proprietary software comes as bunch of appliances that don't really play well in VMs.
So the better solution is to do my development in a Windows VM hosted on Linux.
