I agree with the monks who encourage you not to give up installing locally. If you haven't got one already, you may want to get a copy of
Apache, as it sounds like you are running CGI scripts, and these won't work locally if you don't run them via
localhost on a local web server. Installing Apache on Win98 is harder than installing ActiveState perl, but not *much* harder, and I'm all thumbs when it comes to this kind of thing.
Update: Zecho informs me that since I did this (a year or so back) it's actually got
much easier to install Apache on Win32 - easier than installing Internet Explorer... so now there's no excuse :)
