I think there are enough German monks here to appreciate German speaking tutorials. But I can see stefan_k's point about confusing things. So I think maybe it would be an idea to create a sub-group under Tutorials for the respective language, i.e. German in thise case. And, as George_Sherston suggests, put "In Deutsch / German" or something like that into the title. This would not only save non-German speakers (or would that be readers?) from a disappointment, but also help in Super Search.

Why shouldn't we put up a section with foreign language tutorials here at PerlMonks? I think this community is global enough that many people would appreciate, and also many could actually contribute, by writing or translating (in the copious amount of spare time we all have... (: ). But then, is this the place where you would look for non-English tutorials? I don't know. Maybe you should indeed think about getting your own website for that.
