You can install Cygwin on your laptop. You don't need to be connected to the Internet, as you can download all of the required packages on your desktop and transfer them.

Once Cygwin is up and running on your laptop, you can simply get Perl modules in .tar.gz format from your desktop and install them with `perl Makefile.PL.`

Or, you can install NuSphere MySQL which comes with MySQL, Apache, and Perl (with DBI and a bunch of other modules installed). That would probably be your best bet.
