I think you (your manager) need to get into the ideal of open source environment a little more. The whole point of using Perl, or any other open source, is that it is free to all. Hopefully, it also creates an environment for people to share ideas, problems, and solutions with each other for free. You probably could pay someone for support, but you will always have a far greater support pool available for free.
