That's completely offtopic for PM but since it's showing some real potential for some people to learn real-life activism skills I still think it's Right On. ;-) Now you need to find an appropriate forum to organize in - PM isn't it.

Of course, I'd write a Perl/CGI script allowing to digitally sign the petition on the Net.

I agree with both diotalevi and Flexx's previous responses.
Are you asking about writing a way to sign the petition from a computer? prevent the petition from being signed multiple times by an individual? or possibly writing a simulation to determine better/worse times to start, based upon the schedule of the public mass-transit system?

First off, always fully state the opposing view, it makes for a better debate.
Of significan (sic) note, our school day will begin at 7:44 with our first class starting at 7:50 a.m. This is recognizably, a very early start to the school day. However, due to transportation scheduling, as well as, the co-ordination of timetables between the two schools, particularly the co-ordination of the lunch schedules, we needed to begin the school day at this time. The positive news is that our school day will end at 1:56 p.m., thus enabling our students ample time for homework, extra-curricular activities and job opportunities.(source)
Seems reasonable to me. There are far, far more important issues to deal with, don't sweat the small stuff.
