To be honest, your note isn't very clear to me. It sounds like you're asking for a daily update of some type of activity against CPAN? I'm not sure that belongs here; it sounds like a thing for cpan.org or even perl.com. Do keep in mind that people are already complaining about this site's response time, and one of the most common pieces of advice is to turn off nodelets, particularly the CPAN nodelet.
This may not be exactly what you're looking for, but at use perl, you can add slashboxes (like nodelets) for CPAN search and to keep track of CPAN uploads.
Just to be clear, I don't want to discourage you from having and talking about ideas, but a fuzzy idea without a solid plan of action doesn't do much good.
