The attribution says "by gods" and the nodetype is document - that should clear any doubts as to who created it. They are not maintained, nor is any effort made to keep them up to date. You can see them all by looking at the Library and you'll find that the majority of these nodes has a preamble that says "This documentation may be outdated" and a bunch of links to various versions of the documents as served by Perldoc.com. Not all of the local manpages have that quip yet though.
