Take a look at the suite of Sybase modules by mpeppler - either on CPAN or his homepage (for some useful docs).
Of course, the more generic DBI module should also be able do what you need.

anyways, i've been using perl & sybase at my previous job, and if i remember correctly, we were using the Sybase distribution on CPAN (SybPerl)
there is also DBD::Sybase which might be what you're looking for.

Could you provide more info on exactly what module you're trying to
install and what exactly is going wrong?
From the top of my head, three things to check:
- Are the Sybase client libs (DBlib or CTlib or FreeTDS) installed?
- Is the interfaces file configured correctly?
- Does the SYBASE environment variable point to the correct directory
(where the interface and client libs reside)?
