For ActiveState 6xx builds (5.6.0/5.6.1) this module is available at Inline::Files. You can download it and point PPM at it on your local drive or point PPM at the AS PPM repository.

They don't seem to have a version available for 5.8 yet, however, a very perfunctory test shows that the version for 5.6 seems to work with AS 5.8.0.
