I'm glad you like Perl Monks, but I don't see what such a "vote on this site!" page could accomplish. Most of the "Top 100" sites I've seen are garbage. The sites at the top usually coerace their users into voting for them, thus nullifying their value. I'm sure there are good sites in there somewhere, but it's hard to get through the list to find them (especially if you get into an Evil Popup Cascade without blocking software). At best, you can only consider such sites as a collection of links--which is better done by looking at Google's Directory, or just looking at links on blogs/homepages.
