First off, let me suggest that you click on that link at the top of the PM page that says "Tutorials" and check out a page where you'll find all sorts of good stuff for the newbie to Perl to check out. In particular let me call your attention to How to RTFM and How (Not) To Ask A Question in general.
To answer your question about how to install Perl itself I would suggest you read the docos that came with the source distro you downloaded and if you are on a *nix platform that you get friendly with and the support of either your SysAdm or someone who has done this before on your particular platform whichever applies.
