The part that's not mentioned about being penalized. Strongly advised to me means it's advice as to which languages would make it easier. Not which languages will receive a better grade. Which part of "The professor said we can use any language we want" do YOU not understand?	[reply]

Strongly advised to me means it's advice as to which languages would make it easier. Not which languages will receive a better grade. "Strongly advise", coming from a professor, means the same thing as "good for your grade". Sometimes just "advise" means that, even without "strongly".
