Ubuntu oSAs Ubuntu is based on Debian, install the mod_perl package as described in the Debian reference manual. Ubuntu package search shows that it is packaged in the main repository, so you shouldn't have any problem installing it.
Besides, the reason of complaining about -lperl is absence of necessary development packages containing headers and libraries to link with; check the presence of libperl-dev package.
