You can get everything you need to run Perl on just about any Operating System you can imagine (and some you can't) at Perl.com. If you're on the Windows platform, another fine place to look is ActiveState.

There's no need for a fancy development environment or a special editor like you'd see for Visual Foo or whatever, but Perl.com has fine links to freely available IDEs. Start there, and you'll do fine.
