To me, Re: What are the formatting rules for the "Title" of posts? (​) (updated) appears as you intend on Recently Active Threads, but with nothing in the brackets in the thread view. Consistency is overrated. :-)

Title:
Use:  <p> text here (a paragraph) </p>
and:  <code> code here </code>
to format your post, it's "PerlMonks-approved HTML":
