I think one of the root issue is that the hosting here is provided for free.

And whenever there are problems with infrastructure the admins here have to wait for the support to react.

This has historical reasons, about 25 years ago perlmonks started as an independent project and only later began to sail under the flag of the Perl Foundation.¹

Hosting was far more expensive back then.

But if started from scratch I suppose a payed service level would be the preferred solution.
