I think the root issue is that the hosting here is provided for free.

Wait. What? A website of this size is running on free hosting??? How in the world!? Then that's not so bad. I mean when people sign up for free hosting, they usually get the lowest quality service, because it's free. And if you start complaining, your message lands at the bottom of the list, because you're just a free user. You might not even get any customer support when you're a free user.

I pay $2.95 a month for mine to host 5 websites at https://www.100webspace.com/web-hosting/. I have done a lot of research to find the best hosting for my needs. They have PHP, Perl, and a lot of other cool stuff. In the past 3-5 years they had one outage which lasted less than 24 hours.
