This works, but one condition. Wont work with 64 bit of ActivePerl. Install 32 bit ActivePerl on 32 bit or 64 bit windows. Then open cmd. Then change directory to "perl location\bin" then type "perl" then type "ppm install http://www.bribes.org/perl/ppm/Tk.ppd"
