I have a vertical scroll bar, however it's inactive.
Clarify. A vertical (or horizontal) scrollbar attached to the main window or ...?
And; do you want to remove it? Or activate it?

Um. I warned you I probably can't help much further.
But, You can control the addition of scrollbars to windows by specifying -hscroll => 0|1 and -vscroll => 0|1 when creating the control.
If a scrollbar is being added without your requesting it and without you being able to turn it off using the above, then you're going to have to seek better guidance than I can give.
Ditto, for how to control the scrollbar to do something useful.
