Odd! I installed Tk using cpan on Windows 8.1 against a 64 bit build of Perl 5.20.2 a few days ago without any trouble. Note that case is important for the module name: Tk. At a 'cmd' command prompt I entered:
cpan TkA lot of stuff got built but no further interaction was required. Can you run the module install again and report the output?
