the question is very general, but if i understand you want to use MP3::ID3v1Tag to modify some tag inside some mp3 files.
If so i see that the module is very old and has only one release, but test matrix reports that the module still work, even if number of tests is numerically not statistic.
MP3::Tag seems a more developed solution anyway and supports two versions of id3, if i understand correctly.
By other hand i think such tags are not changed a lot over the time. So write down some simple script to test the id3 part, before starting the GUI developement.
