"... the vote button isn't displaying either."

I investigated that a bit further.

I randomly selected a few reviews[1,2,3] from "Book Reviews". All had the voting radiobuttons (++/--/+=0); none had the voting submit button ([ vote! ]).

It looks like a general problem; not just specific to oldtechaa's "Modern Perl" review.
