Since it would be optional, I wouldn't care. But you can simply look at use.perl.org, subscribe to the Perl News to have it emailed to you, or see it in Perl News. The recent upload RSS for CPAN is here, which is where that comes from on use Perl;

Personally, I would rather have the ability to link to various RSS files and see them on my home node, rather than a nodelet since some titles can get long.
