I'd agree except that I've seen discussion groups completely overrun by jobs-related items once the door was left ajar.

It is much harder to draw a subtle line in the sand regarding what jobs are allowed (even a seemingly clear line like "only Perl jobs" won't work in my experience, resulting in lots of just-barely Perl jobs and lots of quibbling over the line) than to draw the stark line of "no jobs announcements".
