Firstly, kudos to you Leigh++ for asking about the correct manner to post such vacancy positions before blindly posting positions to the site (as has been done by others previously).
You best option for advertising such positions however would be to post at http://jobs.perl.org as suggested by ViceRaid above as this site (jobs.perl.org) is widely recognised as the place for such advertisements and syndicated via RSS to a number of smaller sites.
If however, you would like to specifically promote your placement services to the users of Perlmonks, either for specific placements, or more generally as a recruitment agency, then I believe that the option forwarded by toma above for banner advertisement is an excellent suggestion.
The choice of best advertising option would be dependent upon how specific you want to make your promotion, that is, if you wanted to advertise a specific position or general recruitment services, and the lifetime of such promotion cycles. Another option open to you may be Google Adwords.

I think the best approach would be to buy the
banner space at the top of the site, which lately has been
advertising www.pair.com. This would get your message
out most effectively and place it beyond the editorial
control of the ordinary users here.
I'm not sure how you go about buying the banner ad,
but I have seen a few other companies advertise there,
so I assume that it is possible.

As several others have said, advertisements discuised as posts aren't welcome here, please posts jobs at http://jobs.perl.org. If you want to purchase banner ads, nate@oostendorp.net is the correct person to talk to, I think. (CC vroom@blockstackers.com, since I'm not sure.)

This wouldn't be acceptable at all. There are numerous web sites dedicated to advertising jobs. This site is dedicated to Perl related technology issues. Your job adverts are likely to be considered for deletion very quickly. | [reply] |

Personally I think that doing so in Perl News _wouldnt_ be as horrible as some folks make it out to be. And if they got deleted after a while then no bigie eh?
My view is that by starting such a business you would be doing the Perl community and thus indirectly the Monastery a valuable service so allowing such things would be in our interest. So I would like to say that I wish you every bit of luck and success in your endeavour regardless of where you end up posting your adverts. If it was up to me we would set up a wiki or a section specifically for this purpose. But alas it isn't.

I'd agree except that I've seen discussion groups completely overrun by jobs-related items once the door was left ajar.
It is much harder to draw a subtle line in the sand regarding what jobs are allowed (even a seemingly clear line like "only Perl jobs" won't work in my experience, resulting in lots of just-barely Perl jobs and lots of quibbling over the line) than to draw the stark line of "no jobs announcements".
