I don't think stylesheets are one iota better than FONT or CENTER tags. Sure, the world could be a lot better, but it isn't. The vast majority of the sites that use stylesheets use style sheets in such a way that without the stylesheet, the page becomes incomprehensible.

Really, what's the difference between replacing an h1 header with: 

    <p align = "center"><font size = +3 color = "green">
    <b>This is a header</b></font>

[download]
and replacing an h1 header with: 
    <style>
    p.woof  {text-align: center; font-size: 150%; 
             color: green; font-weight: bold;}
    </style>
    <p class = "woof">This is a header

[download]
It still doesn't degrade gracefully.
