I have reasonable experience with SquirrelMail. It's quite good as far as functionality goes, but each time I have to try and tweak the look I cringe at the effort. A modern webmailer written in Perl, templates and stylesheets would be way cool.

There is only one contender that I know about. It's not a replacement, in that it's not finished, but Léon "Acme" Brocard started working on Acmemail a long time ago. The project ground to a halt, but was later rechristened as Sparkle, but it seems rather quiescent.

Still, I keep an eye on it from time to time to see if it's woken up again. I'm sure people with tuits to work on the project would be very welcome.

It is currently managed as a Sourceforge project.
