It really depends on what you're trying to do. Are you trying to get the file via FTP, SSH, HTTP, etc? If what you mean is that your computer doesn't currently have an internet connection, this isn't probably the best place to look for help with that.

You'll probably want to look at the Net:: modules on www.cpan.org
