To me, (a newbie) it seems that Seekers of Perl Wisdom is the logical choice. According to Where should I post X, Meditations is for epiphanies and perl in general, whereas Seekers of Perl Wisdom is for questions related to real life problems. Your requests are related to real life problems not perl in general.
