Perlmonks is listed in http://dmoz.org/Computers/Programming/Languages/Perl/ and has been there for years. ;-)

I'm a dmoz.org editor and I have occasionally edited a bit in the Perl category, although my name is not listed there. However, I would encourage interested monks to apply. The main Perl category does not accept applications from new editors because it's too big for beginners. You should start with a smaller subcategory (up to ~100 listings is usually considered reasonable). After you edit a bit in a small category you can apply for more.

Added: Also, if you don't wish to become an editor you can help by suggesting URLs.
