"accessing or opening" websites?
That's just a tad on the vague side!
Do you mean you want to "BROWSE" websites? Uh, turn on a computer, dial up an ISP, open a browser such as FF or Moz or Safari or Konq....
Or, do you mean "SCRAPE" websites? Well, that's a different question; see advice elsewhere in this thread....

- Read the docs, pods, html ActiveState provided which are likely in C:\Program Files\ActiveState\... if you did a standard install
