Then your best option is to point whomever came up with the demented requirement to use "perlcc" in the first place and educate them that:

• it never really worked
• it's been increasingly broken in newer releases (search for "perlcc" in the 5.8.1 release announcement)
• it's very possibly going away sometime Real Soon Now (see this thread on revamping the B::* modules)
• PAR isn't going away, does work, and is actively supported

If that doesn't fix the problem, my condolences.
