PerlApp or the pp component of PAR may do the job. Neither of them specifically mention WinCE though, so some experimentation may be required.

PAR is under the Artistic License, so therefore free to play with. PerlApp is part of ActiveState's Perl Dev Kit but I think you can get a trial version.
