You can use a single regex regardless of order if you use look-ahead assertions.

$ perl -le '
> $_ = "gjhgjhgjg sata kjhkhkjhkjhkj N/A khkjhkhkhkj N/A";
> print q{ok} if m{(?ix) (?=.*\bn/a\b.+\bn/a\b) (?=.*\bsata\b)};'
ok
$
