How about your vote allotment has a half-life of one day. That is, half your unused votes roll-over each day. I think this would approach 2 × your allotment in a steady-state of not voting. Or... each unused vote has a 50% chance of living past midnight.

I've been resisting the urge to throw this idea in, but I think the more complicated the formula, the better chance of acceptance at PM.
