See HTTP::Proxy, Net::Proxy, Perlbal or mod_proxy. At least from your description it sounds to me that you might want a reverse proxy. But maybe you want WWW::Mechanize in conjuntion with a CGI program as a very limited proxy with higher navigational capacity instead.
